Summary:In July 1968, one of the largest petroleum discoveries in North American History WAS MADE ON THE North Slope of Alaska. Plans were made to construct a major pipeline south across Alaska. During this period, increasing concern for the environment culminated in enactment of stringent legislation, The National Environmental Policy Act. This essay is a case study of the clash between the proponents of the pipeline and environmentalists, both in the courts and in Congress and the resulting delay in the recovery of North Slope oil. The creation of an administrative agency to eliminate undue litigation is proposed. (Author)
