Summary:The meeting was sponsored by the Electromagnetic Wave Propagation Panel and was held at the Max-Planck Institut fur Aeronomie, Lindau/Hartz, Federal Republic of Germany. The purpose of this report is to present a condensed review of the highlights of the meeting and to present the conclusions and recommendations for further technological investigations. To achieve the purpose each Session Chairman was requested to prepare a short report on the major points of the session eh chaired. To prepare the conclusions and recommendations an extra session was added to the meeting where several speakers were requested to summarize the current state of knowledge of radar arctic propagation and to recommend in their opinion, where additional investigations are required. The meeting was then opened for general discussions. This report is presented in two parts: the first part is the Session Chairmen's reports where an attempt is made to give a concise review of the highlights of the meeting, the second part contains the conclusions and recommendations of the added session.
