Summary:This report presents the results of an evaluation of the effectiveness of advanced communication and navigation technology in fulfilling the aviation support requirements anticipated for the North Atlantic Region in the 1975-1980 time period. A system approach developed alternative air traffic control system concepts using the various technological advances. The measure of effectiveness used to compare the alternative systems is based on the annual savings achieved by reducing the nominal separations between aircraft in the oceanic region under the assumption that current levels of safety are maintained. A method for computing the level of safety under a variety of conditions is described and the results are presented for the cases studied. The economical implications, on a per flight and an annual basis, are expressed as functions of nominal separations. The methodology employed in this study is described in detail, permitting the analysis of the implications of changes in the assumed system parameters. (Author)
