Summary:The boundary layer of the atmosphere in the Arctic has a number of important characteristics which upon investigation, presumably will make possible the ascertainment of certain previously unknown peculiarities of meteorological phenomena in the lower layer of its atmosphere. The fundamental characteristics of processes in the boundary layer of the atmosphere in the Central Arctic depend on the following three factors: the small range in the diurnal fluctuations of the short wave radiation, the great uniformity in the physical properties of the active surface, the invariability of the temperature at the lower boundary of the active layer, i.e. the temperature of the latter during the entire year is the same as the freezing temperature of salt water. The observational program was planned in such a manner that, from the results of the measurements it was possible to obtain profiles of meteorological elements in the lower layer of the atmosphere, as well as in snow and ice, and also to obtain the components of the heat balance, which chiefly describe the meteorological regime of the boundary layer.
