Sixteen reports, which may be divided arbitrarily into three groups, were delivered on individual aspects of the problem. The first group treated problems of modifying weather, clouds, precipitation, and other small-scale processes. The second group of reports was devoted to the main plan of controlling the climate of a considerable part of the northern hemisphere by acting on the ice of the Arctic basin.
