Summary:Social and economic development of underdeveloped areas, mostly the Arctic zone of the Russian Federation is faced to objectively high risks in any kind of economic activities and also uncomfortable living conditions caused by an extreme combination of natural factors and shortage of infrastructure. The existing system for priming of economy in this fi eld needs improvement of legislative and normative legal base on both federal and regional levels. The Government of the Russian Federation already accepts a number of separate measures, however while they don't allow to provide in full favorable conditions for attraction of investors in the High North of the Russian Federation. In the article is convincingly shown that creation of an institutional basis of realization of the Arctic policy with participation of the state, business, science, and civil institutions on the basis of mutual responsibility becomes the major condition of a sustainable development of the Arctic zone of the Russian Federation. At the heart of projects for new economic development of macroregion institutional transformations which will positively change an investment climate should lie and will provide capital infl ow. The article proves necessity of determination and legislative recognition of macroregion as independent object of a public administration and policy in the frame of system of the state strategic planning.
