Summary:This article tells us the problem of the lack of legal instruments to regulate the commercial transport. Discusses the adoption of a new law regulating legal relations in the field of public passenger transport at the federal level. The article is devoted to the study of the advantages and disadvantages of the law, taking into account the conditions of operators in Omsk. On the basis of the Federal Law the authors proposed amendments to the law that can be made at the regional level by the local administration. The article presents views on and summarizes the practical experience.
