| Summary: | Annex VI of the Protocol to the Antarctic Treaty protects the Antarctic STATUS QUO. This protection is extended to liability for environmental emergencies affecting the Antarctic environment and dependent and associated ecosystems. The notion of dependent and associated ecosystems is legal and procedural in nature, allowing the distribution of the international powers provided in the Protocol. Therefore, States which exercise jurisdiction in areas north of the Antarctic Convergence must define and delimit those ecosystems, including their cooperation within areas of overlapping claims or under territorial or maritime dispute. In areas beyond national jurisdiction specific programs of cooperation over dependent and associated ecosystems should be designed. El anexo VI del Protocolo al Tratado Antártico protege el statu quo antártico. Esta protección se extiende a la responsabilidad por emergencias ambientales que afecten al medio ambiente antártico y sus ecosistemas dependientes y asociados. La noción de ecosistemas dependientes y asociados es de índole jurídica y procedimental, y permite distribuir las competencias internacionales previstas en el Protocolo. Corresponde, por tanto, a los Estados que ejercen jurisdicción en las respectivas áreas al norte de la Convergencia Antártica, el definir y delimitar tales ecosistemas, incluyendo su cooperación respecto de reclamaciones superpuestas o sometidas a controversia territorial o marítima. En regiones más allá de la jurisdicción nacional deberían diseñarse programas específicos de cooperación que cubran esos mismos ecosistemas.
