This report recommends the establishment of an institute for cold regions engineering research and development, and of a centre for research on sea ice. : Le développement du Nord dépend dans une large mesure de la technologie. La possibilité d'accomplir le travail dans de rudes conditions, nécessite des recherches impliquant non seulement les disciplines du génie mais aussi plusieurs sciences, notamment celles qui permettent d'acquérir les connaissances essentielles des milieux terrestre et marin et des activités biologiques qui s'y rattachent.
