В статье дается общее представление о важности проведения оценки эффективности управления при разработке нефтегазовых месторождений. Делается акцент на особенностях нефтегазовой отрасли, оказывающих разного рода воздействие на решения, а также особенностях, которые определяют специфику оценки управления. Показана схема подготовки проектов разработки и освоения нефтегазовых месторождений на Арктическом шельфе. Фрагментарно представлены факторы и критерии, влияющие на результаты решений, в частности, представлен фрагмент показателей, выражающих эффективность управленческих решений, принимаемых при добыче углеводородов в труднодоступных условиях, в Арктике. Представлены методические основы к оценке эффективности управления, с указанием различных методик и подходов. Особое внимание отводится значимости использования комплексного подхода к оценке эффективности управления разработкой месторождений Арктического шельфа, который включает экономический и управленческий подход. : The article provides a general idea of the importance of assessing management efficiency in the development of oil and gas fields. Emphasis is placed on the specifics of the oil and gas industry, which have different kinds of impact on decisions, as well as the features that determine the specifics of management assessment. The scheme of preparation of projects for the development and development of oil and gas fields on the Arctic shelf is shown. The factors and criteria influencing the results of decisions are presented in a fragmentary way, in particular, a fragment of indicators expressing the effectiveness of managerial decisions taken in the production of hydrocarbons in hard-to-reach conditions in the Arctic is presented. The methodological foundations for assessing the effectiveness of management are presented, with an indication of various methods and approaches. Particular attention is paid to the importance of using an integrated approach to assessing the effectiveness of management of the development of deposits in the Arctic shelf, which includes an economic and management approach.
