Summary:The article given above is devoted the history of international relations Japan and Russia in Sakhalin. The authors make particular accent to the fishers, which have important meaning for economy and agriculture of Japan. In conditions of rapidly growth populations of Japanese islands, main problem government of Japan was the provisions. At the same time Russian policy from 1875, when Sakhalin became Russian territory, were directed on limitation activity of Japanese fishers (business man). The author's underline that incapable of Japanese and Russian governments decide that problem by diplomatic nays lead it to Russia-Japanese war in 1904-1905.
