The argument supported here is that the representative institutions have not contributed to facilitate the voter's task ofchoosing their political representatives in the various government spheres. Ifthis is the case, it is tried to investigate up to what extent a reform in the representative institutions it would be effective in the sense of helping in a more effective way the conditions in which the voters choose their political representatives. In this way, the artide makes firstly a brief exam of the main features that characterize the group of rules that regulate the electoral competition and that, consequently, have impact in the conformation of the Brazilian partisan system, to soon, do some considerations on the so debated political reform. O artigo trata de discutir aspectos da reforma polftica que têm a ver com o processo eleitoral e a consolidação do sistema partidário. O argumento aqui defendido é que as instituições representativas não têm contribuído para facilitar a tarefa do eleitor de escolher seus representantes políticos nas várias esferas de governo. Se é este o caso, trata-se de indagar em que medida uma reforma nas instituições representativas seria eficaz no sentido de auxiliar de modo mais efetivo as condições em que os eleitores escolhem seus representantes políticos. Deste modo, o artigo primeiramente faz um breve exame dos principais traços que caracterizam o conjunto de regras que regulam a competição eleitoral e que, por conseguinte, tem impacto na conformação do sistema partidário brasileiro, para, em seguida, fazer algumas considerações sobre a tão debatida reforma política. |
