Summary:(EA/RIR/IRFA) examines the environmental and economic effects of Amendments 86 and 76 to the Fishery Management Plans for Groundfish of the Bering Sea/Aleutian Islands and the Gulf of Alaska, respectively. Amendments 86/76 propose to restructure the North Pacific Groundfish Observer Program (Observer Program). The proposed action is intended to address a variety of longstanding issues associated with the existing system of observer procurement and deployment. At its February 2003 meeting, the Council approved the following problem statement for restructuring the Observer Program:
