Office ofProtected Resources j')1I'f~ Biological opinion on the Pelagic Fisheries under the Fishery Management Plan for the Pelagic Fisheries ofthe Western P~cific Region This transmits the National Marine Fisheries Service's (NMFS) biological opinion (Opinion) on the effects ofNMFS ' continued authorization offisheries managed under the Pelagic Fisheries.under the Fishery Management Plan for the Pelagic Fisheries ofthe Western Pacific Region Amendment 11 to that Fishery Management Plan, which would establish a limited access program for the domestic longline fishery based in American Samoa in accordance with section 7(a)(2) ofthe Endangered Species Act of 1973, as amended. This Opinion concludes that NMFS ' prosecution offederal fisheries managed under the the Pelagic Fisheries under the Fishery Management Phm for the Pelagic Fisheries ofthe Western Pacific Region Amendment 11 to that Fishery Management Plan are not likely to jeopardize the continued existence ofthe endangered northern humpback whale (Megaptera novaeangliae), sperm whale (Balaenoptera physalus), Hawaiian monk seal (Monachus schauinslandi), green sea
