This Opinion concludes that NMFS ' prosecution offederal fisheries managed under the the Pelagic Fisheries under the Fishery Management Phm for the Pelagic Fisheries ofthe Western Pacific Region Amendment 11 to that Fishery Management Plan are not likely to jeopardize the continued existence ofthe endangered northern humpback whale (Megaptera novaeangliae), sperm whale (Balaenoptera physalus), Hawaiian monk seal (Monachus schauinslandi), green sea
