Summary:Section 1 – Alaska has just two types of municipal government – cities and organized boroughs. A. Cities. Federal law did not allow the incorporation of city governments in Alaska until 1900. The City of Skagway was the first city government incorporated in Alaska. Unlike most other states that typically have local government structures consisting of many overlapping local government service providers, Alaska’s system of local government is simple, efficient, and effective. It consists of just two types of municipal government as described below. A city government is a municipal corporation and political subdivision of the State of Alaska. City governments are subject to the “limitation of community ” doctrine. (See
