Summary:The policy for indigenous people promoted by the Government of Karafuto was different from the policy for Hokkaido Ainu, for the indigenous people in Sakhalin (Sakhalin Ainu, Uilta, Nivkh, etc) had no citizenship in Karafuto (southern Sakhalin) under the rule of Japanese Empire. According to laws, fundamentally civil and criminal cases were judged by the common law. Therefore the Government of Karafuto and the court investigated the common law of the indigenous people in Sakhalin and reported in the latter half of 1920's.
