低碳海島評估指標架構之研究

未來幾十年裡,全球都將面臨氣候變遷造成的威脅,在少有高山庇護的海島更是首當其衝,因此更必須正視並積極推動氣候變遷的減緩與調適作為,以因應各種環境之變化。本研究致力於研究低碳海島評估指標,以澎湖群島全區為研究範圍,輔以現行「建置澎湖低碳島專案計畫」,透過相關文獻分析比較,歸納「低碳基礎設施」、「低碳資源利用」、「低碳經濟發展」、「低碳教育管理」、「低碳商業設施」與「低碳景觀設計」等評估指標群,藉由此六項評估指標群之定義與相關原則探討,另納入國內外現行低碳相關評估指標作為參考,整合上述建立低碳海島評估指標架構。在研究方法方面,本研究應用專家評價法的「模糊德爾菲法」及「模糊層級分析法」進行專家問卷調...

Summary:未來幾十年裡,全球都將面臨氣候變遷造成的威脅,在少有高山庇護的海島更是首當其衝,因此更必須正視並積極推動氣候變遷的減緩與調適作為,以因應各種環境之變化。本研究致力於研究低碳海島評估指標,以澎湖群島全區為研究範圍,輔以現行「建置澎湖低碳島專案計畫」,透過相關文獻分析比較,歸納「低碳基礎設施」、「低碳資源利用」、「低碳經濟發展」、「低碳教育管理」、「低碳商業設施」與「低碳景觀設計」等評估指標群,藉由此六項評估指標群之定義與相關原則探討,另納入國內外現行低碳相關評估指標作為參考,整合上述建立低碳海島評估指標架構。在研究方法方面,本研究應用專家評價法的「模糊德爾菲法」及「模糊層級分析法」進行專家問卷調查,進而計算第一階段專家之相對權重值,探討對於低碳海島評估指標看法上之差異點與重要性之傾向程度;第二階段加入民眾意見,將低碳海島評估指標建立在參與式規劃之核心價值上。問卷結果之目的是要瞭解民眾對於低碳海島評估指標重視程度之差異情形,並分別就民眾與專家對於低碳海島評估指標重視程度進行迴歸分析,目的是探討民眾與專家對於低碳海島評估指標重視程度的相關性,以及影響低碳海島評估的重要因素。 In the following decades the world will encounter the threat caused by climatic change The islands which are rarely protected by mountains are the major concerns to be affected Thus it must pay attention to and actively promote the retardation of climatic change and adapative actions in order to respond to various environmental changes This study is devoted to research on low carbon island evaluation indicators and it treats Penghu islands as the research scope and adopts current “project to construct low carbon island of Penghu” By literature review and comparison it generalizes evaluation indicators such as “low carbon infrastructure” “low carbon resource use” “low carbon economic development” “low carbon educational management” “low carbon commercial facility” and “low carbon landscape design” By the definitions of these six evaluation indicators and study on related principles as well as current foreign low carbon evaluation indicators as reference it integrates the framework of low carbon islandevaluation indicators As to research method this study conducts expert questionnaire survey by “Fuzzy Delphi Method” and “Fuzzy AHP” of Experts Grading Method to further calculate relative weights of experts in the first phase It probes into the difference of views toward low carbon island evaluation indicators and orientation of importance In the second phase it includes the general public’s opinions and constructs low carbon island evaluation indicators on core value of participatory planning The result of questionnaire aims to explore the difference of importance of low carbon islande valuation indicators for the public It respectively conducts regression analysis on importance of low carbon island evaluation indicators for the public and experts The purpose is to probe into the correlation between importance of low carbon island evaluation indicators for the public and experts and important factors of evaluation on low carbon island
