Summary:National audience This article concentrates on the first administrative territorial unit in the Russian North. It is actually a pilot project, an experience; the first national district named according to the indigenous people that inhabits it is the Nenets national okrug (1930). It has been chosen because it is in the European part of Russia and its inhabitants are the first indigenous people to have met and known rthe Russians. This article presents this experience. Cet article se concentre sur la première unité administrative territoriale soviétique dans le Grand Nord, qui représente en fait un projet pilote et une expérience: le premier arrondissement national portant le nom d'un peuple du Nord est l'arrondissement national nénetse (1930), choisi parce qu'il est en Russie d'Europe et que ses habitants ont été les premiers peuples du Nord a avoir connu et fréquenté les Russes. L'article fait le point sur cette expérience.
