Summary:This report provides specific recommendations to directly address major emission sources, as well as broader policy recommendations on transformative approaches for some key sectors (e.g., modal shifts for transportation) needed to realize the shift to a low carbon economy and the deeper reductions required over the longer term, in line with the temperature goals set forth in the Paris agreement. Prompted by the climate impacts of black carbon and methane emissions, in April 2015 the Ministers of the Arctic Council adopted a framework titled "Enhanced Black Carbon and Methane Emissions Reductions: An Arctic Council Framework for Action". The Expert Group on Black Carbon and Methane was established to help implement key commitments in the Framework.
