Summary:After heading major New Deal agencies, including the Works Progress Administration, Harry Hopkins (1890–1946) became the administrative linchpin of the entire American mobilization effort. From 1941 to 1945 Hopkins served as Franklin Roosevelt's troubleshooter, attending international conferences and representing the president in one‐on‐one meetings with major Allied leaders. In 1941 he visited Winston Churchill in London and Josef Stalin in Moscow. He played a significant part in the conferences held at Argentia, Newfoundland (1941), Casablanca (1943), Teheran (1943), and Yalta (1945). In May 1945 he was Harry S. Truman's personal envoy to Stalin. He was a strong advocate of aiding the Soviet Union and helped smooth over Roosevelt's relationships with Jiang Jieshi (Chiang Kai‐shek) and Charles de Gaulle.
