Summary:The Canadian federal government has recently embarked upon a needed land use planning initiative for the Yukon Territory and Northwest Territories. This paper considers that initiative in the light of the experience of land use planning in the northern part of the Canadian province of Ontario. Subjecting both the federal proposal and the Ontario experience to analysis by four critical factors — enabling legislation, use-preservation spectrum, public involvement, and decision-making structure — the paper concludes that the federal initiative seems quite similar to Ontario’s and, as a result, likely to be incapable of providing the sort of innovative solutions required in northern Canada.
