This paper sets out the background to the sales, describes how they were implemented, and analyzest he conditions which made them possible. It concludes that the NFFAW was able to take momentary advantage of differences between Ottawa and the Newfoundland government regarding jurisdiction over fisheries management to effect these sales. |
