Summary:Abstract Abstracts. The article considers current issues of development of modern Russia. A goal for increasing the volume of cargo transportation along the Northern Sea Route to the level of 80 million tons by 2024 from the current level of 10 million tons was announced within the framework of the national projects system. And in the horizon of 2030, it is planned to increase the transit of goods in the Eastern direction to the volume of 110-120 million tons. This is a huge challenge as it requires complex solutions related to the development and involvement of cargo bases, improving economic relations, building infrastructure in difficult northern conditions, forming an icebreaker and tanker fleet, adjustment maintaining and servicing mechanisms for the Northern Sea Route, as well as stabilizing the demographic situation in the Arctic and ensuring living and working conditions there. The limited time frame for achieving the aim require increased efficiency and coordination of the work of all levels of public administration. Aspects of improving the system of state planning and management, organization of interactions between the state, business and the population are considered. The possible effects of the implementation of transport projects, problems in the development of the Arctic are evaluated.
