Summary:Abstract In this paper we consider the history of Arctic exploration. The most important historical aspects of the Arctic region development are analyzed. We used the methods of scientific knowledge, which allow a comprehensive study of the essential aspects of the Arctic development. The important stages of the subarctic region development are investigated. The article highlights the issues of creation and functioning of the Arctic Council. The authors have identified the tasks of Russian legal regulation of the Arctic territories, which consists in the formation of national legislation at the level of other Arctic states, as well as in restoring the balance between legal and “substitute” norms. The scope of international legal regulation in the Arctic zone was also identified and it was established that the most significant influence was gained by the problems associated with the vital activities of the indigenous peoples of the North, nature management and environmental protection in the Arctic zone, as well as the military aspect in the use of the Arctic space.
