Rather, the report is meant to inform the conversation about how Canada can achieve a low-carbon economy.” The document summarizes a full range of the recent policy documents, and modelling analyses with various scenarios towards deep emissions reductions. It also states: “Working collaboratively with Indigenous peoples by supporting their on-going implementation of climate change initiatives will be key. Consultations with Indigenous communities must respect the constitutional, legal, and international obligations that Canada has for its Indigenous peoples”, and “ Canada will need to fundamentally transform all economic sectors, especially patterns of energy production and consumption.
