It refers to aesthetics how a piece looks. Much of graphic design centers on how to make a work appealing (or unappealing or any other quality depending on the project goals). Function relates to getting the job done. Function is pragmatic and business oriented. Printing newspaper on glossy magazine paper is too expensive and printing it on tissue paper would fall apart.
