Commander W. K. Scammell of the Northland wirelessed Rear Admiral Russell R. Waesche, the Coast Guard commandant, that a "serious food shortage exists in the Alaskan villages, inhabited almost entirely by Indian wards of the government" east of Barrow, Alaska.
