Stomaniakoff, soviet vice commissar for foreign affairs, warned that such protests only cause useless and undesirable complications between Russia and Japan. The captains of the four boats were convicted and fined for poaching in Russian waters. Shichi Sakoh, Japanese charge d'affaires at Moscow, declared the soviet guards acted illegally, asserting the Japanese boats were outside soviet territorial waters.
