Summary:Japan Signs Vital Pact With Russia. JAPAN SIGNS VITAL PACT WITH RUSSIA MOSCOW, Nov. 9. (AP)—Japan and the soviet union concluded today an eight-year renewal of a fishing agreement which diplomats predicted would have a far-reaching effect on Far Eastern and world politics. The new treaty, scheduled to be initiated this week and formally signed within two weeks, continues the Japanese right to fish in soviet waters of the Okhotsk sea, the Kamchatka peninsula and Sakhalin island, all off eastern Siberia. The great bulk of Japan's sea food is obtained from these waters. Extension of the agreement is understood to have been considered by the Japanese one of their most important dealings with the Soviets. Two other problems, the soviet-Manchukuan border disputes and the Japanese oil concessions on Sakhalin Island, are near settlement or have been concluded.
