(AP)—Dispatches from the government fisheries bureau today said soviet warships two days ago seized two Japanese crab-canning boats, 20 miles east of Cape Lopatka, Kamchatka province, Siberia. Reasons for the alleged seizure were not given. A Japanese patrol boat was ordered to the scene. Disputes over fishing grounds in north Pacific waters have caused numerous Russo-Japanese incidents.
