BOISE, Jan. 29. (AP)—The public buildings improvement board recommended to the legislature today an institutional building program amounting to $640,130 during the coming biennium and $2,057,000 for the balance of a 10-year period. The report was submitted to the governor and to the legislature in compliance with a law enacted last session creating the board to study necessities at the various state institutions. New Asylum First. Of first importance for the present biennium the board placed the necessity for a new main building at the insane asylum at Blackfoot, and for this recommended $250,000. Future needs call for $200,000. Next in line in importance was the need for library facilities at the university, a need which the board advised meeting by construction of a new wing on the administration building which it was estimated would cost $200,000. Other recommendations for the various institutions follow: The 10-year program calls for future building at the university and for these items the board recommended $800,000. University, Southern Branch—Appropriation of $15,000 for the biennium. Ten-year period recommendation, $340,000. Albion State Normal—The board recommended $10,000 for the biennium. Future needs, $75,000. Work On Normal. Lewiston State Normal — Work shops, reflooring of the training school and Lewis hall were recommended, with an appropriation of $6000. Future needs, $75,000, Deaf and blind school (Gooding)—Biennium, $8000. Future needs, $30,000. Industrial training school (St. Anthony)—For 1931-32, $2000, Future needs, $60,000. North Idaho sanitarium (Orofino) —Biennial needs, $20,000. Future needs, $175,000. State school and colony for feebleminded (Nampa)—This biennium, $28,000. Future needs, $150,000. State penitentiary—Present needs, $18,000. For the balance of the 10-year period, $135,000. Eagle Island prison farm—For the biennium, $20,000. Soldiers' home (Boise)—For the biennium, $7000; future needs, $17,000. Law libraries (Pocatello and Lewiston)—The board advised a study of the advisability of continuing these.
