Schwellenbach of Washington introduced legislation today to place in operation the recently ratified Canadian- American treaty regulating halibut fishing in the North Pacific Ocean and Bering Sea. The senator said his measure would "in a measure" discourage invasion of the halibut banks by foreign fishermen "through the expedient of prohibiting vessels from other countries from landing at American or Canadian ports to obtain provisions, crews, fuel or water." This provision, Schwellenbach said, would not apply particularly to Japanese fishermen, "but rather to foreign fishermen operating in the North Atlantic who have been eyeing the North Pacific and Bering Sea." The senator said his measure would "in a measure" discourage invasion of the halibut banks by foreign fishermen "through the expedient of prohibiting vessels from other countries from landing at American or Canadian ports to obtain provisions, crews, fuel or water." This provision, Schwellenbach said, would not apply particularly to Japanese fishermen, "but rather to foreign fishermen operating in the North Atlantic who have been eyeing the North Pacific and Bering Sea."
