Area No. 1 is defined to include all waters southeast of a line running northeast and southwest through Willapa Bay Light on Cape Shoalwater. Area No. 2 comprises all waters off the coasts of Canada, the United States and Alaska, between Area No. 1 and a line running through the most westerly point of Glacier Bay, Alaska, to Cape Spencer Light, thence south one-quarter east. The districts will be closed under authority of the convention between the United States and Canada for the preservation of the halibut fishery of the North Pacific and Bering Sea, and provided by regulations effective February 27. The order will leave two areas, No. 3 and 4, open to fishing.
