"Hinterlando" vietovių nuosmukio vertinimo metodika

Nuosmukio problema „hinterlando“ vietovėse nėra pakankamai ištirta, nors aktuali visam Baltijos jūros šalių regionui, todėl straipsnio objektu ir pasirinktas nuosmukio procesas „hinterlando“ vietovėse. Nepaisant to, dar labai trūksta literatūros, elementarių žinių apie šį dinamišką socialinį procesą, straipsnyje pirmiausia apibrėžtos pagrindinės sąvokos, išanalizuota nuosmukio samprata, užsienio šalių – Vokietijos bei Karelijos, Pskovo regiono, Rusijos patirtis tiriant nuosmukį.Tai, kad nebuvo visuotinai priimtų kriterijų ir nustatytos rodiklių sistemos nuosmukiui vertinti, lėmė būtinybę sukurti metodiką nuosmukiui „hinterlando“ vietovėse tirti. Siekiant įvairiais aspektais įvertinti nuosmukį, siūloma naudoti metodiką, paremtą daugiakriterės analizės metodais The Baltic Sea Region is characterised by various Hinterland areas. Most of them suffer from a long-term decline. But the problem of decline is not enough investigated, therefore the object of this article a decline process in Hinterland areas has been chosen. Whereas the lack of literature and basic knowledge are felt, the conception of Hinterland, Vorderland, and decline is determinated in this article. The experience of foreign countries like Germany, Karelia and Pskov Region, Russia is analysed in the article. The fact that there had been no universally defined criteria and indicators, the methodology for evaluation decline was worked out.
