Poland as Nascent Central European Power: its Ambitions in the Arctic

The end of bipolar system has accelerated the rise of regional powers and a new light has been shed on regional affairs. In recent decades emerging states seeking to shape political and economic relations in their own regions have received significant attention from the scholars. Poland – as a Central European state during the last few years has gone from a rising state to a visible actor in EU and NATO: reacting to Russia’s belligerence Poland has been promoting security and democratization within its neighbors and has received more attention from world leaders. While the status of Poland in European matters has grown, Poland has been also developing a more active policy in the Arctic region, where its presence long has been based on science. Therefore, taking into account that Poland is seeking to become a regional power in Central Europe, the more ambitious policy in the Arctic can be presumed to be an outcome of its increased ambitions in its foreign policy. The object of the study is Arctic policies of Poland as a nascent Central European power. The study seeks to establish how and why did Poland increase its activity in the Arctic as a foreign policy strategy of Poland aiming to expand its ambitions in geographical scope as an emerging Central European regional power. When assessing the theoretical approach to regional powers, the study faces with a numerous criticism towards the model of regional powers which encourages the model to be improved. Using the given criticism, the analytic model is improved including additional criteria and perceiving the overall model as a framework. In order to achieve the goal of the study, the following tasks have been fulfilled: review of regional power’s characteristics such as definitions, criteria as well as criticism, improvement of theoretical regional power’s model, application of the main criteria to the case of Poland, conceptualization of Poland’s policy in the Arctic, review and evaluation of Poland’s ambitions and role played there. In order to achieve the goals and the tasks of the paper, the analysis of documents, the case study, the analysis of literature and structured interview are used. After the research tasks are fulfilled, conclusions are made that Poland has some characteristics of regional power because it shows some influence in political processes of the region and has necessary capabilities. Using security issues in Europe Poland assumes to take a more regionally assertive role strengthening its position within the region and seeks to gain the support from its neighbors. Therefore, the increasing Polish role in the High North can be presumed to be an outcome of Poland’s – as a nascent power in Central Europe foreign policy strategy since its increased presence in the Arctic has been related with security to be a priority in Polish foreign policy and enhanced overall ambitions to assume a more determined foreign policy. Dvipolės sistemos žlugimas paspartino valstybių – regiono lyderių iškilimą ir paskatino mokslininkų susidomėjimą regionais. Pastaraisiais dešimtmečiais besivystančios valstybės, kurios siekia formuoti politinius ir ekonominius santykius savo regionuose, yra sulaukusios ypatingo mokslininkų dėmesio. Lenkija - kaip Vidurio Europos valstybė per pastaruosius kelis metus iš augančios valstybės tapo pastebima NATO ir ES veikėja: reaguodama į Rusijos agresiją, ji skatino saugumo ir demokratiškumo aspektus tarp savo kaimynų ir sulaukė padidėjusio pasaulio lyderių dėmesio. Tuo metu kai Lenkijos statusas Europos reikaluose augo, valstybė taip pat pradėjo vystyti aktyvesnę politiką Arkties regione, kur jos buvimas ilgai buvo grindžiamas mokslu. Turint omenyje, jog Lenkija siekia tapti regiono lydere Vidurio Europoje, jos ambicingesnė politika Arkties regione yra vertinama kaip išaugusių ambicijų užsienio politikoje, pasekmė. Šio tyrimo objektas - Lenkijos, kaip augančios Vidurio Europos jėgos, politika Arktyje. Darbe siekiama nustatyti, kaip ir kodėl Lenkijos politika Arktyje vertinama kaip augančios regiono lyderės užsienio politikos strategija skirta plėsti ambicijas geografiniu mastu, yra suaktyvėjusi. Įvertinant teorinę regiono lyderio prieigą, daugiausia dėmesio skiriama sąvokoms ir svarbiausiai mokslininkų kritikai, skirtai regiono lyderės teoriniam modeliui. Reminatis esama kritika, analitinis modelis patobulinamas įtraukiant papildomus kriterijus ir vertinant patobulintą empirinio tyrimo teorinį modelį kaip gaires. Darbo tikslui pasiekti, įvykdyti tokie išsikelti uždaviniai: regiono lyderio teorinių prieigų esminių bruožų ir kritikos apžvalga, regiono lyderio teorinio modelio patobulinimas, pagrindinių kriterijų pritaikymas Lenkijos atvejui, jos interesų Arktyje nustatymui, išaugusių ambicijų ir Lenkijos vaidmens Arktyje aptarimui bei įvertinimui. Darbo tikslui ir uždaviniams pasiekti, naudojami dokumentų analizės, atvejo studijos, literatūros apžvalgos ir struktūruoto interviu metodai. Atlikus tyrimą, galima daryti išvadas, jog Lenkija turi tam tikrus augančios regiono lyderės bruožus, nes demonstruoja poveikį tam tikruose regiono politiniuose procesuose ir turi reikiamą gebą. Naudodamasi saugumo įššūkiais Europoje, Lenkija siekia prisiimti ryžtingesnį vaidmenį regione, stiprindama savo poziciją ir siekdama kaimyninių valstybių palaikymo. Tokiu būdu, išaugęs Lenkijos vaidmuo Tolimojoje Šiaurėje yra vertinamas kaip besiformuojančios jėgos Viurio Europoje užsienio politikos strategija, nes išaugęs aktyvumas Arktyje yra susijęs su saugumo prioritetu Lenkijos užsienio politikoje ir bendrai išaugusiomis ambicijomis vykdyti ryžtingesnę užsienio politiką.
