Community planning in Nunavut: The creation of Nunavut

On April 1, 1999, Nunavut, Canada's newest territory, became a reality. Comprising one-fifth of Canada's landmass, but only one one-thousandth of its population, the territory faces a unique set of challenges. This article describes the baseline against which changes in the territory's community planning program will be measured. Many of the changes to the community planning program and policy challenges that Community Planning and Lands staff will face over the next five to ten years will come from the discussions in the Nunavut Community Consultation Conference held in November 1998. Perhaps the greatest challenges facing community planners in Nunavut will come from the high expectations the residents have placed on their government. The short-term focus will be on ensuring on-going delivery of programs and services. In the long term, the task will be to meet the needs and expectations of a rapidly increasing and youthful population. Le 1er avril 1999, le Nunavut, nouveau territoire canadien, est devenu une réalité. Représentant un cinquième de la masse continentale canadienne, mais seulement un millième de sa population, ce territoire relève plusieurs défis. Cet article fait une description du modèle qui permettra d'évaluer les changements apportés au programme d'aménagement du territoire. Les difficultés techniques et politiques auxquelles feront face au cours des cinq à dix prochaines années les responsables du territoire et de l'aménagement, ont été définies à l'issue de la réunion consultative de la communauté du Nunavut qui s'est tenue en novembre 1998. La plus grande difficulté pour les responsables de l'aménagement du territoire du Nunavut viendra peut-être des attentes élevées de la population face à leur gouvernement. Dans un premier temps, les efforts seront concentrés sur la mise en oeuvre des programmes et des services.
