The purpose of the article is to outline the basic principles and ways of shaping the gender policy of the North Atlantic Alliance and to reveal the directions and results of the integration of the Armed Forces of Ukraine to meet NATO’s requirements regarding adherence to the principle of gender equality in the military.The authors noted that gender equality in the armies of NATO member states means equal rights and equal responsibilities for the military personnel regardless of gender. Equal conditions for military service and equal requirements should be created for women and men, and they should be equally responsible for their own actions or inactivity and their consequences.It is emphasized that the gender policy of NATO applied not only to NATO member countries but also to partner countries, one of which is Ukraine. Given this fact, it has been stated that for a long time the Armed Forces of Ukraine have already been included in the area of interests and dissemination of the gender policy of the North Atlantic Alliance.NATO implements its policy on gender mainstreaming through the implementation of UN Security Council Resolutions on Women, Peace and Security. These Resolutions (1325, 1820, 1888, 1889, 1960, 2106, 2122, 2422, 2467, 2493) recognize the disproportionate impact of military conflict on men and women, boys and girls and call for the full and equal participation of women at all levels of conflict prevention, as well as protection against sexual violence.The implementation of NATO's gender policy involves the collection and analysis of information on the issues of ensuring gender mainstreaming in the armed forces of NATO and Partner countries. In addition, the International Military Staff Office of the Gender Advisor (IMS GENAD) ensures proper coordination with NATO command structures and NATO Headquarters, facilitates dialogue with partner countries on relevant gender issues, and liaises with international organizations and agencies that implement a gender perspective into the military.On the way to implementation of gender policy, much attention is paid by the North Atlantic Alliance to gender mainstreaming in NATO and Partner countries and the development of relevant gender competencies in NATO civilian and military personnel.The essence of NATO’s gender policy includes the concept of gender integration, which is defined as a strategy to achieve gender equality in the armed forces by enhancing the involvement of women and men in the effective task performance at all levels, taking into account the interests and experiences of both sexes. It is the effectiveness what is the determining vector of NATO gender policy-making. Метою статті є окреслення основних засад і шляхів формування ґендерної політики Північноатлантичного альянсу та розкриття напрямів і результатів інтеграції Збройних Сил України до вимог НАТО стосовно дотримання принципу ґендерної рівності у війську.Авторами зазначено, що ґендерна рівність в арміях країн – членів НАТО означає рівні права та рівні обов’язки військовослужбовців незалежно від статі. Для жінок і чоловіків мають бути створені рівні умови проходження військової служби і поставлені рівні вимоги, вони мають нести рівну відповідальність за власні дії або бездіяльність та їх наслідки. Підкреслено, що ґендерна політика НАТО поширюється не лише на країни – члени НАТО, а й на країни-партнери, одним з яких є Україна. З огляду на це зазначено, що протягом тривалого часу Збройні Сили України вже включені у сферу інтересів і поширення ґендерної політики Північноатлантичного альянсу.Політику щодо впровадження принципу ґендерної рівності НАТО реалізує шляхом виконання Резолюцій Ради Безпеки ООН щодо жінок, миру та безпеки. Ці Резолюції (1325, 1820, 1888, 1889, 1960, 2106, 2122, 2422, 2467, 2493) визнають непропорційний вплив військових конфліктів на чоловіків та жінок, хлопців і дівчат та закликають до повної і рівноправної участі жінок на всіх рівнях запобігання конфліктам, а також до захисту від сексуального насильства.Реалізація ґендерної політики НАТО охоплює збір та аналіз інформації про особливості забезпечення принципу ґендерної рівності у збройних силах країн-членів НАТО та країнах-партнерах. Крім того, Міжнародний офіс військового штабу радника з ґендерних питань (IMS GENAD) забезпечує належну координацію з командними структурами НАТО та штаб-квартирою НАТО, сприяє діалогу з країнами-партнерами щодо відповідних ґендерних питань та встановлює зв'язки з міжнародними організаціями та агенціями, що здійснюють інтеграцією ґендерної перспективи у військову сферу.Значну увагу на шляху до реалізації ґендерної політики Північноатлантичний альянс приділяє питанню впровадження ґендерної освіти в країнах-членах НАТО та країнах-партнерах та формуванню у цивільних та військових співробітників НАТО відповідних ґендерних компетенцій.У центрі ґендерної політики НАТО міститься поняття «ґендерна інтеграція», що визначається як стратегія досягнення ґендерної рівності у збройних силах через активізацію залучення жінок та чоловіків до ефективного виконання завдань за призначенням на всіх рівнях, з метою врахування інтересів та досвіду обох статей.Саме критерій ефективності є визначальним вектором формування ґендерної політики НАТО. |
