Council accepted his resignation with regret and a vote of appreciation. This vacancy on Council will remain until the Municipal election this October. . Council has initiated a competition for the best flag design for Magrath. The contest is open to all Magrath and area.residents and the winner will receive a $50 prize. We have been informed the Recreation, Parks and Wildlife Foundation that our application for a grant to insulate the ceiling of the arena has been denied. A resolution was passed authorizing the installation of a permanent system to inject polyaluminum chloride into the untreated water at the water plant. This system has proven effective in clearing up the water and will cost approximately $3,000 to install. ■ Council was informed that the wages paid to our pool staff are comparable to other small communities in the area. Groenhof met with representatives several areas of mutual concerns, units with two or more residences of the ' Co-op should be Mayor Balderson and Councilor rural water co-ops to discuss members do not feel that farm required to pay the minimum $20 per month for each residence as these homes are served by only one line and one system per farm unit. They, would also like to pay their water rate annually and receive the same'$20 discount that town users do. They also request that some of the wording in the present agreement be changed to frer to farm units rather than farm resi- ( dences. Council was unanimous in the opinion that the agreement was developed mutually and was signed by all parties and therefore it is not necessary to change any of it. The 1989 Budget Estimates for Municipal functions was accepted and will require a millrate increase of 3% over 1988. ■Council received a letter from the Health Unit outlining the advantages of flouridation and urged Council to seriously consider adding this to the treatment system at the water plant. Councilor Strong commented that he has seen a dramatic reduction of tooth decay in Lethbridge over recent years but doubts if the change would be as great in Magrath due to better dental education.and the availability of other sources of flouride. The capital and operating costs of a flouridation system will be investigated. Council was asked to consider paving the two blocks of 1st AVe South that were rebuilt in 1988 as they will be very rough and dusty if left unpaved. Administrator Bly informed Council that these blocks were included in the major paving proposal presented at earlier meetings and that the per taxpayer cost would be lower if all were done on the same project. These blocks would be more suitable for paving if left for one more season. Motion was passed to advertise the proposed paving of these 2 blocks to determine if property owners want it done and are prepared to pay for it. Tenders were received for a new \ ton and staff recommendations made. Councilor Brunner will check out the different vehicles to determine in his opinion the best cost effective offers. Baseboards and regulatory signs will be installed at the tennis courts. Letter of appreciation received from Dennis and Rose Groenhof for the dinner given by Council in their honor. The increase in the Chinook Foundation deficit was due mainly to wage and benefit increases put through to bring rates closer to provincial standards. Tenders for a new parks mower were received and ranged from $6,900 for a residential sized lawn tractor to a top line front mount mower for $18,000.
