F. 500 g c 0 I H I P **************************************************************************************** The following letter is being submitted -to the Attorney General by the Town of Magrath. Honorable James Horsman, Q.C., Attorney General, Room 320, Legislative Bldg. EEMJNTON, AB. T5K 2B6. Dear Sir: As concerned citizens, frequent highway travellers and members of an elected body, wre feel a strong obligation to convey to you the opinions and concerns of a large number of our residents regarding seat belt legislation and drunk driving laws. There is a definate correlation between these subjects; one that has not received due consideration. The rationale behind seat belt legislation is, of course, the statistics ‘that show the use of these belts reduce the number of injuries and death in automobile accidents. What these same statistics will also show is the high rate of involvement in these same accidents of alcohol abuse. The mandatory use of seat belts is a treatment directed at a symptom rather than the cause. If the Province has the power and the authority to force every man, woman and child to wear seat belts then why doesn't it have equal povrer to legislate drunk drivers off our streets and highways? The law is far too lenient when dealing with these offenders. We can all site cases where drivers have been apprehended while drunk and released soon after to once again terrorize the streets. The death of a young Pincher Creek girl in Calgary as a result of an accident caused by a drunk driver is a case in point. This driver had been picked up earlier, charged with drunk driving and released into the custody of a relative. He then took to the' streets again and caused the accident that took the girl's life. rThere are many other cases involving drivers uqder suspension or just off suspension with previous convictions causing accidents and the loss of life. Sentences handed out in many of these cases were not severe enough ranging from $800 fines to 90 day jail terms to be served on weekends. This scenario goes on and on with participants too often ’ being repeat offenders. Why-doesn't the Province have what it takes to pull these people off the streets and keep them off? Why can't present legislative changes involving mandatory seat belt use also include a mandatory 3 day jail term for those apprehended and charged with drunk driving? This jail term would be served imnediately and would insure that the driver was sober prior to being released on the unsuspecting public. To some this would seem to be a drastic solution but the problem of drinking and driving is very serious and requires drastic action. ' lb6176 is too much consideration given to the rights of the offender at the expense of the offended. We are asking for firm and immediate action on this growing problem. yours truly, Town of Magrath - Dr. J.G. Strong, Councillor.
