Present were Mayor Bath, Councillor Vooys, Councillor Whaley and Municipal Administrator Dorothy W ay. The minutes ot the meeting held on Monday, March 19, 2001 were read. Mayor Bath moved the adoption of these minutes. The Economic Development Board is not set up correctly, and there are some Villages which may withdraw from this board. Vulcan will look into why this board has not been set up correctly. Councillor Vooys advised that the EMS and FCSS are running smoothly. rhe Village may be able to get funding for the roads from the Infrastrucure Canada-Alberta Program. The Municipal Administrator will fill in a application and submit it. Dandelion spraying was tabled to the next meeting. The census count this year is tor Village use only. There are approximately 109 people in the Village. Councillor Vooys advises that there are new' fire bylaws bemg done by the County of Vulcan. When these changes are done there will be no volunteer fire chief. The Village Council agreed to leave this for now and let the fire department look after it. A discussion followed on the price of water it was suggested that the commercial price should be $.05 per gallon and that the $ .02 per gallon is to high for anyone that requires the water for regular daily use. A discussion the followed. The water prices will remain as stated in the minutes of March 19, 2001 Phe Municipal Administrator advised that she will not be here on April 26, 2001. Therefore, the Village Office will be open on Monday, April 30th and closed on Thursday, April 26th. The next Council meeting for the Village of Milo was set for Monday, May 14th 2001, at 7:30 p.m. in the Villagew Office. Municipal Vdinirum it*aDear Parents of the Milo Community School and Concerned Community Members: By now many of you have probably heard of the Palliser Regional School Board plan to close the Junior High sections of schools in Milo, Arrowwood and Champion within the next 4 years. It is the opinion of the Milo School Advisory Council that this proposal is absolutely unacceptable in any context and we have been quick to convey this sentiment to the School Board. The decision to finger our Junior High for closure is based on Milo Community School’s utilization number. This was supplied to the Palliser School Board earlier this year by the Government of Alberta’s Infrastructure Department. The utilization formula itself is difficult to understand, not to mention a poor measure of a school’s performance in educating children. Within the formula are criteria to establish the square footage of area within a school that is deemed instructional space. This is then compared to the number of students enrolled in the school to produce a value that measures the utilization of that school. A low value, such as the one in Milo’s case, purports to mean the school is not being used to it’s "full potential” and that steps need to be taken to rectify this. The Department of Infrastructure in relaying the utilization numbers to the Palliser School Board recommended shutting down the Milo Junior High classroom curriculum and closing (perhaps destroying) a certain square footage of the actual school in order to raise the School’s utilization number. The students affected would be bused to Vulcan, which also has a low utilization number, thereby increasing Vulcan’s rating as well. Acting on this recommendation, the Palliser School Board scheduled the closure of the Junior High classes in not only Milo, but also Arrowwood and Champion as part of their 10 Year Capital Plan. These closures are slotted to happen, one per year beginning in 2004. While this seems a tidy solution to low utilization numbers, the Student Advisory Council and myself encourage you to consider the following questions, which we have strongly urged the School Board to justify: "Is this School Board in business to run efficient buildings or to ensure that our children have the best possible education?” And "How can sending our children to Vulcan for Junior High provide any benefit to their best possible education?” In further stating our position, the Student Advisory Council has hi-lighted 4 main areas of concern which we see as detrimental to all of our children’s education given the closure of Milo Junior High. 1) There can be no educational benefit to forcing a bus ride upwards and in excess of an hour (each way) upon a child. Tired students are not physically or mentally capable of the same achievements as a rested student. In addition, increasing the distance traveled to school decreases our children’s accessibility to extra curricular activities including sports and science programs. Many families will not be able afford the time or money required to maintain a level of involvement equal to what they had in Milo. Keep in mind, these programs currently instill in our children many skills and attitudes that help them become responsible, caring and contributing members of our society. 2) Despite what the utilization numbers may imply, Vulcan is already experiencing a lack of space for their students. Adding the Junior High of three more schools will mean larger classes for everyone, not just the students from Milo. If space is already a concern, where do the extra kids fit in? Our children’s education will suffer from increased class size and less time with the teacher. Consider also that Milo students currently have a high degree of access to and skill with computers and technology. These opportunities and skills will be vital to succeeding in the future. With larger classes and possibly less computer availability, can this same critical level of opportunity be offered to our children?3) Moving the Junior High students to Vulcan will, in all probability, not result in any Native students from Milo or Arrowwood being included in the numbers (this given the already hard task of getting them to come our local schools). These students will revert to schooling available on the reserves. It is not unlikely either that Native families will discontinue their support of our School’s Elementary program in favor of keeping their whole family’s schooling to the continuity and location of one school, elementary through high school. This not only erodes our Elementary school base, but also, as the Board must be aware, decreases Palliser’s school base as a whole. The net result is less provincial funding for all our children’s education. 4) Finally, the closure of our Junior High makes the reality of closure of our entire school just that much easier for the School Board. If this sounds extreme, consider the case of Barons School. It took merely four years from the time their Junior High was closed to the closure of their entire school. The smaller we become, the easier it is to dismiss our viability. Shoutd the utilization numbers fall again, there are no more half measures; it becomes all or nothing as the School Board justifies things. Maintaining current enrollment numbers may be difficult as it would seem likely that even some Non-Native families will give in to the convenience of the schooling all their children in one facility, and re-population of the community alone cannot be relied on to make up these lost students. Without a school, not only will our children lose by a poorer quality of education, but also our community as a whole suffers from the loss of "our youth . Our school is an integral part of the community and the community an integral part of the school. The loss of any students can only have a negative impact on this extraordinary relationship. This September, the Palliser Regional School Board will again revisit its 10 Year Capital Plan and pending closure of our Junior High School. As part of a developing strategy by the School Advisory Council to fight this initiative, we are asking you to lend your support to a very strong and vigorous denouncement of this proposal prior to then. Any complacency at this point by the Advisory Council, parents or our community will only been seen as acceptance of the closure. This surely is not the case! Enclosed you will find a sample letter which outlines the above concerns and demands answers from the School Board. I strongly urge you to create your own such letter and forward it to the Superintendent and each Trustee individually. Alternatively, you are welcome to forward this sample letter (ideally, personalized with a few of your own comments.) Either way, our collective denouncement of this plan WILL be heard, and the board held accountable. Additionally, I encourage you to write or contact the Palliser School Board, your MLA Barry McFarland, the Ministries of Infrastructure and Learning, the Minister of Learning Lyle Oberg and even Premier Ralph Klein in regards to the utilization formula, which clearly places value on efficiently run School Board buildings rather than obtaining and retaining the best possible educational opportunities for our children. Thank you for supporting our Community school and our children’s best interests. While this seems a tidy solution to low utilization values at both schools, how can this Board in good conscience claim that there will be any possible benefit to our children's education by re-directing them to Vulcan? Is the mandate of this School Board to run efficient buildings or to ensure that our children receive the best possible education? As a voice of your collective electorate, I demand the School Board stand accountable now and justify it's actions from the perspective that removing the Junior High students from our Community School will provide them with an egual or better education. As you do so, please defend your rationale with regards to the following areas of concern: 1) The physical and mental impact that bus rides up to and in excess of 1 hour (each way) will have on our children's learning abilities and opportunities. The decrease of accessibility to extra curricular activities for many of our children due to the added distance, time and money that would be involved in maintaining or even continuing their current level of participation. 2) Despite what your utilization numbers may imply, Vulcan is already experiencing a lack of space for their students. If overcrowding is already a concern, where do these new students fit in? Studies have consistently proven that larger class sizes are not conducive to a better quality of education. Large classes in many cases may actual be a detriment to quality education as the teacher does not have the time required to address the unique needs of each student. Consider also that Junior High students in Milo currently have a high degree of access to computers and technology. With larger classes and possibly less computer availability, can this same critical level of opportunity be maintained for our children? 3) In all probability, Native students from Milo (and Arrowwood) will not be among the re-directed Junior High students to Vulcan, given the current difficulty of even courting them to our local schools. These students will resume schooling on their Reserves, and it is not unlikely either that Native families will discontinue their support of Milo's Elementary program in favor of keeping their whole family's schooling to the continuity and location of one school. This not onlyS^r\pl£ LE~rrz^ «- • jeopardizes Milo's Elementary Program, but as the Board must be aware, Palliser's school base as a whole. The net loss of funding for these students will negatively impact all our children and their best possible education. 4) Our school is a vital part of our community, and the community an integral part of our school. The loss of our Junior High students can only have a negative impact on this extraordinary relationship as it weakens both sides. By weakening our School both in size and partnership, is this then just the first step by this School Board towards the ultimate closure of our school? Denying our youngest children access to a local school and the best possible start in their education is absolutely unacceptable, regardless of the Board's rationale. 5) In addition, please also consider the following: I strongly urge you to reconsider the proposed closure of the Junior High in Milo when the Board meets again in September to revisit its' 10 Year Capital Plan. A poorly contrived utilization formula which gives value only to management of space has no place in determining the best possible education and future for our children. This Board must realize that the best quality education our Junior High Students can .receive is already being offered in Milo and in serving our children's best interests, to leave the best as it stands. I look forward to your response to this letter and to a change of plan by the Board in September. Carol led the bible study on Acts entitled “Passing the Promise”. Following the reading of the meditation the gift offering was taken. The business meeting opened with the reading and approval of the last minutes. Carol gave the treasurer’s report. Correspondence was received from L.A.M.P and from the World Council of Churches acknowledging receipt of the World Day of Prayer offering. Iris thanked members for the rose bowl and also for filling in for her while she was away. It was noted that we had not sent in the money for the sponsorship of Brian Rude, our missionary in El Salvador. It was voted to send it in now. It was moved and carried that a gift of money be taken to the shower for the Sletto family on May 17th. Audrey moved the meeting adjourn, and Iris served a tasty lunch. The girls performed a HUGE task selling 40 cases!! The four of them did a great job! We hope you all enjoyed the cookies. The unit did some compass work this past month and of course were thinking of Moms and made a tiny corsage for Mothers Day. Garbage was picked up around the school on one windy day. Some lovely letters of support to a Girl Guide in Okotoks who is suffering from cancer treatments were made by the girls and mailed. Girl Guides is like a big family and the Brownies were happy to give encouragement to a fellow Guide. The last meeting of the year included a walk down to Gifts ‘n Things in Milo. A tasty ice cream cone was a sure hit on an especially hot afternoon!! The last week-end in May provided some perfect weather to go camping and the unit did just that at Silverland Girl Guide/Scout camp east of High River. The Standard Brownies and a unit from High River joined us and with 24 girls in total, it was a busy week end! The theme was the “Olympics” and the girls had a great time trying out their numerous sporting events. Of course lots of games were played, camp hat crafts assembled and some new friendships formed. The campsite has a gigantic net hung in the trees that resembles a spider web and it was a favorite with all the Brownies. Sunday afternoon after camp closing the girls had a good play at George Lane Park and there also received their year-end gifts and treats. Danae Northcott and Rebecca Healy will be leaving us we are sorry to say but hopefully Danielle Simmonds and Taylor Nelson will be back again next year. Danielle received an extra gift as she had done all year long so many Good Turns. The girls returned home tired but filled with some memories of a great camp and year! So unil next fall. Because of these people , the unfortunate house fire on May 5th was contained to just one home. With the high winds that morning, it could of easily spread through-out the village, destroying numerous homes and became a huge disaster. Also thank-you to everyone who hauled water to the incident. I would also at this time, like to express our gratitude and thanks to the Village of Arrowwood and the Town of Vulcan's Fire Departments, for their speedy arrival and their assistance in the May 5th house fire in the Village of Milo. Thanh you! LNemlle Sc Orene Junior High Field Trip By Maria Busheli On May 4, the Junior High class traveled to Lethbridge for the day. The day began at the Ascent Climbing Wall found in the back of the Sportsplex. All of the students who attended got the chance to climb the various walls and belay their fellow classmates. Curtis Vannatta, Russell Heather, Byron Thompson, Chad Hingley and Kyle Gauthier all scaled to the top of the wall!! From here we traveled to the University of Lethbridge swimming pool where we took in a scuba diving lesson. It was a lot of fun and we all managed to survive! After our lesson we spent the rest of our time playing with golf balls and under water frisbees at the bottom of the pool. Once we were out of the pool and dried off we traveled to the Park Place mall for dinner. We spent an out there, browsing the mall before heading home. It was an eventful and fun day and a learning experience for all of those who went. We would like to thank those at the Ascent Climbing Wall and the University of Lethbridge swimming pool. We would also like to thank Wendy Vannatta, Marlys Henry and Teresa Oliver for transporting and supervising us on our outing. I still haven’t figured out how 911 emergency calls are to be handled when the “exact” location of an emergency isn’t known to the caller. I don’t think the dispatcher understands how the “country address” system works. The tender for construction of the next 6 miles of 542 has been let. South Rock and Top Notch are the contractors. Top Notch is doing the dirt work. The work should start around July 1,2001. I believe all of the land purchase agreements have been done. The Province is now doing this work so I get my information from other people. This hilly stretch will certainly be a big improvement to the highway when completed, in about 2 months time. The County construction crew has been working around Lomond. The gravel crew has been busy, mostly in the south west corner of the County so far. The Lomond road #531 is receiving a paving overlay by South Rock and should be completed shortly. The County Agriculture department has been able to get over 100 vials of strychnine. However the Federal Government has many restrictions on its use. You have to bring your own grain in to Vulcan and then Kathy will mix in the strychnine poison. You should phone the County if you want some as it may be all gone by now. Cost about $10.00 / vial. The County has put tarps on the gravel trailers this year. We have had complaints about rock coming off loads and breaking windshields. If the neighbors don’t complain too much more, there should be a chicken barn go in north west of Vulcan, this summer. They met all of the requirements so I hope it can go ahead as planed.
