(Retumifig'btficer) / --- —-- -73- COUNCILLORS MESSAGE As this 3 year term comes to a close, I would like to recap what we have done over this time. When I came on council, the Village had $115,000 dollars in savings, however, some of our infrastructure was in need of repair, especially our water system which had been threatened with legal action and shut down from the Environment Dept. This is one reason I decided to run for council last time. We applied for Provincial assistance for upgrading of the water treatment plant immediately. We had hoped that a new water treatment plant would have been in place a year ago, but we were constantly frustrated by Engineers and contractors until now (our third). The current contractor is doing a great job without a constant need for supervision; and the plant should be up and going this fall. This upgrade is costing around $400,000 (with the Prov. paying 3/4 of the cost) and will give us a state of the art treatment plant which includes a water clarifier, gravity filter and floculator. We'll also have backup pumping and an increase in treated water storage from 32,000 gal to 72,000 gal. which should dramaticlly reduce any down time, pressure fluctuations, or any water shortages and handle the town for the next 15-20 years or more. This plant can treat water at a rate of 100 gal/min.' which is almost double our present plant. Environment have been very pleased with our work on cleaning up the pump house, repairing different items, working on the filter and doing a major cleanout and sealing of the outside water resevoirs. The Village spent about $24,000 on these improvements. We have tried to increase the general maintainace around town, esp. the water plant and also main­taining regular garbage pick up with the hiring of a foreman on a 3/4 time basis, first Kevin then Bill. This adds to our operating budget but I think it is money well spent. The other main project under way is the Streets Improvement Program. As you well know this has been a different story. I spent the whole summer trying to supervise this crew and they still do odd ball things the minute you're not there; however we will have the problems corrected and "most everyone" will have pavement on their street. Of course, we couldn’t do the top of main street or a portion of 2nd avenue because there is still old water line under these streets and railway avenue is just too expensive. We would like to oil and pack the parking areas to complete the streets either this year or next. The cost of this project is around $120,000 (85,000 from the Prov.) The bike/walk path started out as such a great project and will still end up being a great asset to the Village and community, however due to the recent problems a lot of shine and enthusiasm has been taken off the project, but it is going to be completed because the path committee has raised all of the money, invested too much time, and is being encouraged by too many people to "not back down" and just get it completed. For my part, you’ll probably have to catch me in a weak moment before I dare stick my hand up again and volunteer to chair a project. However, I have let my name stand once more for council (even though it really is a volunteer job - the pay isn't very good!) as there are things I would like to see com­pleted for the Village. As you know, we have a real problem at the west entrance into town as the road cuts across the corner of private land. This has been the case since anyone can remember but had never been registered with Land Titles. Despite rumors that the Village has been given permission to use the existing roadway from the land owner or at least those with Power of Attorney; we HAVE NOT been given permission. All correspondence has been to the contrary. We have requested this for 2 weeks and have been told there will be no reply. Legal bills are already mounting up and our least expensive option, or only option, may be to realign the entrance around the private land. The County has approved this work. The school track and ball diamond problem will be handled with Palliser School Division and the Rec Board. The only positive thing I can see coming from this is that we could end up with a safer entrance that meets todays standards Funding for this can come from the Safe Streets Program which we have already been approved for. Anyhow, at the end of our term, and after paying for all our projects, the Village will still have $100,000 in savings. So, considering we started with $115,000; built a $400,000 water plant; paved most of the streets at a cost of $120,000; hired a 3/4 time foreman; completed several improvements including the office we still have $100,000 in the bank. We encourage all serving groups to not use white paper on tables for Lions suppers.School is back in full swing and we actually have an increase in enrollment this year!! Our student population is 98 as compared to 86 last year. We would like to thank the community for allthe donations of plants, plant hangers, and critters to our lab! Mr. Wilson has now formed a science club on Wednesdays after school, and students will be looking after and learning about all these living things. The Terry Fox Run was held again on Thursday through the school and on Sunday with Wanda Domolewski (walking in memory of her Doctor who died of cancer this spring) and we had another great response from the Milo area! 120 participants have so far raised over $7,000.00.1 am still accepting pledge money from anyone who wishes to donate to the run. Please feel free to call me at home or at school. The school will also be hosting the annual Book Fair from Sept. 28 thru to Oct. 4th. It will be open during the Fall Fair for public viewing from 3:00-6:30 pm on Saturday, Sept.30th. 50% of the total Book Fair sales goes to our Library in the form of books. We would like to thank Doug Bushell and Tom Nelson for hauling the recycling trailer over the summer and Ross Nelson for the use of his truck. The trailer has just been emptied and we have had a request from GPS Recycling that all milk jugs must be fattened and the caps must be off. By keeping the caps on the jugs, the sour milk really can cause a problem for them. Please keep this in mind when you bring your jugs in. With the increase in use of milk jugs instead of cartons, it is a must for jugs to be flattened so we have room for them. Thank you for your cooperation!! Joanne Monner MISSING!! The Wicked Wheels/Thomy Thistles contest held this summer, jointly sponsored by the Poo and Monsanto, was used to promote thistle awareness and crop inspection on the farm.Milo Community School Jr. High Report The Milo Community School is off to another great start again this year. As you might have seen in this edition of the Can Opener, we are up to a population of 98 students. This is Milo’s largest population since I have been in Milo!! Over the summer, the science lab received some new ‘live’ additions. The creatures that are taking residence in the lab consist of - a tarantula, three American chameleons, giant toad (Bufo Marinus) from Brazil which when mature will be the size of a plate, three newts, a garter snake, two gerbils and for the time being some goldfish. As well, we are attempting to raise crickets and earthworms. Along with the animals, we have been very fortunate to have the community members donate ‘many’ plants. To mention a few : mother-in-laws tongue, rabbit’s foot, a banana tree, India rubber tree, prayer plant, various aloe vera’s and a flying saucer!!! All of these organisms have really added a new dimension to the lab. Hopefully all of this will help in getting the students more interested in the field of science. As a result of the additions made to the lab, I will be initiating a science club every Wednesday, after school. It will be open to students from all grades. We will be studying the organisms which we have stocked in the lab as well as doing projects and fun science activities. If anyone in the community has a science demonstration or display that they would like to share with this club, you would be more than welcome to come on in. The Terry Fox Run was again a huge success this year. 95% of the student population took part in this very worthwhile fund-raising activity. I’m very proud of all the students who made the effort to do the run. As the quote says in the Jr. High room - “Quitters never win. Winners never quit " How true this holds for an event like this. Terry Fox never quit - and we today continue to push on to find the cure for cancer. As usual, all the students were challenge to beat myself over the distance of 10 km. One student did - Dallas Medicine Shield - which means that I owe him a dinner from the restaurant. 70% of the students from last year completed the course in a faster time. Last year 5 individuals completed the course in under one hour. This year eleven completed the course in under one hour. This year was the first year that we challenged another school, that being Hussar. They too, run their event on a school day. To date, we have yet to hear who actually won - I’m putting money on Milo!!! Upcoming events are the X-country run at Arrowwood on September 26. The volleyball season starts on the 23rd of September (pre season tourney) with the regular season starting on Monday the 25th of September here after school against Lomond. All the Jr. High students are getting ‘linked’ up to key pals from points beyond Milo. So far we are linked up with Cornwall, England and Whitehorse, Yukon. They are linking up with other students on an informal basis from which I hope that later on their contacts will be used to enhance different areas of the curriculum (ie. share science data, views on current events). Membership Renewals -Many memberships for the library are due in September. Please have your plastic cards with j you when you renew. Fees are $7.00/family or $3.50/adult or $1.00/student -Starting in December or January, we will be going to what is called online circulation. Your library cards will be coded with a barcode, and the . books you have out will be recorded on the computer. • Several advantages to this system- 1. At any time, you can get a list of exactly what books, etc. you have out. This is very time consuming for us to do on our manual system right | now. Parents will no doubt appreciate getting lists • j of what titles their kids have before the books are i overdue. 2. When we look up a title on the computer, we will know whether it is currently out of a library or not. It will also be easier to place a hold on that item. 3. Fines will be computed automatically. This is definitely an advantage for the librarian. Disadvantages 1. For the most part, you will have to carry your ■ library card with you. This free course for Milo and Area residents is to help us look at the possibility of updating our history book. This County of Vulcan Adult Learning Course is divided into two parts: Session I - This will cover some of the approaches to local history and suggest some questions book committees should address before undertaking a local history project. The session will also include some discussion on previously completed local history projects of what can be successful and what should be avoided. Session .11 • This will cover how to most efficiently present your manuscript and photos to a book manufacturer to get the best pricing and the right book for your needs. (Retumifig'btficer) / --- —-- -73- COUNCILLORS MESSAGE As this 3 year term comes to a close, I would like to recap what we have done over this time. When I came on council, the Village had $115,000 dollars in savings, however, some of our infrastructure was in need of repair, especially our water system which had been threatened with legal action and shut down from the Environment Dept. This is one reason I decided to run for council last time. We applied for Provincial assistance for upgrading of the water treatment plant immediately. We had hoped that a new water treatment plant would have been in place a year ago, but we were constantly frustrated by Engineers and contractors until now (our third). The current contractor is doing a great job without a constant need for supervision; and the plant should be up and going this fall. This upgrade is costing around $400,000 (with the Prov. paying 3/4 of the cost) and will give us a state of the art treatment plant which includes a water clarifier, gravity filter and floculator. We'll also have backup pumping and an increase in treated water storage from 32,000 gal to 72,000 gal. which should dramaticlly reduce any down time, pressure fluctuations, or any water shortages and handle the town for the next 15-20 years or more. This plant can treat water at a rate of 100 gal/min.' which is almost double our present plant. Environment have been very pleased with our work on cleaning up the pump house, repairing different items, working on the filter and doing a major cleanout and sealing of the outside water resevoirs. The Village spent about $24,000 on these improvements. We have tried to increase the general maintainace around town, esp. the water plant and also main­taining regular garbage pick up with the hiring of a foreman on a 3/4 time basis, first Kevin then Bill. This adds to our operating budget but I think it is money well spent. The other main project under way is the Streets Improvement Program. As you well know this has been a different story. I spent the whole summer trying to supervise this crew and they still do odd ball things the minute you're not there; however we will have the problems corrected and "most everyone" will have pavement on their street. Of course, we couldn’t do the top of main street or a portion of 2nd avenue because there is still old water line under these streets and railway avenue is just too expensive. We would like to oil and pack the parking areas to complete the streets either this year or next. The cost of this project is around $120,000 (85,000 from the Prov.) The bike/walk path started out as such a great project and will still end up being a great asset to the Village and community, however due to the recent problems a lot of shine and enthusiasm has been taken off the project, but it is going to be completed because the path committee has raised all of the money, invested too much time, and is being encouraged by too many people to "not back down" and just get it completed. For my part, you’ll probably have to catch me in a weak moment before I dare stick my hand up again and volunteer to chair a project. However, I have let my name stand once more for council (even though it really is a volunteer job - the pay isn't very good!) as there are things I would like to see com­pleted for the Village. As you know, we have a real problem at the west entrance into town as the road cuts across the corner of private land. This has been the case since anyone can remember but had never been registered with Land Titles. Despite rumors that the Village has been given permission to use the existing roadway from the land owner or at least those with Power of Attorney; we HAVE NOT been given permission. All correspondence has been to the contrary. We have requested this for 2 weeks and have been told there will be no reply. Legal bills are already mounting up and our least expensive option, or only option, may be to realign the entrance around the private land. The County has approved this work. The school track and ball diamond problem will be handled with Palliser School Division and the Rec Board. The only positive thing I can see coming from this is that we could end up with a safer entrance that meets todays standards Funding for this can come from the Safe Streets Program which we have already been approved for. Anyhow, at the end of our term, and after paying for all our projects, the Village will still have $100,000 in savings. So, considering we started with $115,000; built a $400,000 water plant; paved most of the streets at a cost of $120,000; hired a 3/4 time foreman; completed several improvements including the office we still have $100,000 in the bank. Our student population is 98 as compared to 86 last year. We would like to thank the community for allthe donations of plants, plant hangers, and critters to our lab! Mr. Wilson has now formed a science club on Wednesdays after school, and students will be looking after and learning about all these living things. The Terry Fox Run was held again on Thursday through the school and on Sunday with Wanda Domolewski (walking in memory of her Doctor who died of cancer this spring) and we had another great response from the Milo area! 120 participants have so far raised over $7,000.00.1 am still accepting pledge money from anyone who wishes to donate to the run. Please feel free to call me at home or at school. The school will also be hosting the annual Book Fair from Sept. 28 thru to Oct. 4th. It will be open during the Fall Fair for public viewing from 3:00-6:30 pm on Saturday, Sept.30th. 50% of the total Book Fair sales goes to our Library in the form of books. We would like to thank Doug Bushell and Tom Nelson for hauling the recycling trailer over the summer and Ross Nelson for the use of his truck. The trailer has just been emptied and we have had a request from GPS Recycling that all milk jugs must be fattened and the caps must be off. By keeping the caps on the jugs, the sour milk really can cause a problem for them. Please keep this in mind when you bring your jugs in. The Wicked Wheels/Thomy Thistles contest held this summer, jointly sponsored by the Poo and Monsanto, was used to promote thistle awareness and crop inspection on the farm.Milo Community School Jr. High Report The Milo Community School is off to another great start again this year. As you might have seen in this edition of the Can Opener, we are up to a population of 98 students. This is Milo’s largest population since I have been in Milo!! Over the summer, the science lab received some new ‘live’ additions. The creatures that are taking residence in the lab consist of - a tarantula, three American chameleons, giant toad (Bufo Marinus) from Brazil which when mature will be the size of a plate, three newts, a garter snake, two gerbils and for the time being some goldfish. As well, we are attempting to raise crickets and earthworms. Along with the animals, we have been very fortunate to have the community members donate ‘many’ plants. To mention a few : mother-in-laws tongue, rabbit’s foot, a banana tree, India rubber tree, prayer plant, various aloe vera’s and a flying saucer!!! All of these organisms have really added a new dimension to the lab. Hopefully all of this will help in getting the students more interested in the field of science. As a result of the additions made to the lab, I will be initiating a science club every Wednesday, after school. It will be open to students from all grades. We will be studying the organisms which we have stocked in the lab as well as doing projects and fun science activities. If anyone in the community has a science demonstration or display that they would like to share with this club, you would be more than welcome to come on in. The Terry Fox Run was again a huge success this year. 95% of the student population took part in this very worthwhile fund-raising activity. I’m very proud of all the students who made the effort to do the run. As the quote says in the Jr. High room - “Quitters never win. Winners never quit " How true this holds for an event like this. Terry Fox never quit - and we today continue to push on to find the cure for cancer. As usual, all the students were challenge to beat myself over the distance of 10 km. One student did - Dallas Medicine Shield - which means that I owe him a dinner from the restaurant. 70% of the students from last year completed the course in a faster time. Last year 5 individuals completed the course in under one hour. This year eleven completed the course in under one hour. This year was the first year that we challenged another school, that being Hussar. They too, run their event on a school day. To date, we have yet to hear who actually won - I’m putting money on Milo!!! Upcoming events are the X-country run at Arrowwood on September 26. The volleyball season starts on the 23rd of September (pre season tourney) with the regular season starting on Monday the 25th of September here after school against Lomond. All the Jr. High students are getting ‘linked’ up to key pals from points beyond Milo. So far we are linked up with Cornwall, England and Whitehorse, Yukon. They are linking up with other students on an informal basis from which I hope that later on their contacts will be used to enhance different areas of the curriculum (ie. share science data, views on current events). Membership Renewals -Many memberships for the library are due in September. Please have your plastic cards with j you when you renew. Fees are $7.00/family or $3.50/adult or $1.00/student -Starting in December or January, we will be going to what is called online circulation. Your library cards will be coded with a barcode, and the . books you have out will be recorded on the computer. • Several advantages to this system- 1. At any time, you can get a list of exactly what books, etc. you have out. This is very time consuming for us to do on our manual system right | now. Parents will no doubt appreciate getting lists • j of what titles their kids have before the books are i overdue. 2. When we look up a title on the computer, we will know whether it is currently out of a library or not. It will also be easier to place a hold on that item. 3. Fines will be computed automatically. This is definitely an advantage for the librarian. Disadvantages 1. For the most part, you will have to carry your ■ library card with you. Occasionally, we can pull your number up manually, but do not want to do | this routinely. This free course for Milo and Area residents is to help us look at the possibility of updating our history book. This County of Vulcan Adult Learning Course is divided into two parts: Session I - This will cover some of the approaches to local history and suggest some questions book committees should address before undertaking a local history project. The session will also include some discussion on previously completed local history projects of what can be successful and what should be avoided. Presenter: Michael Payne, Head of Research and Publications Program of the Historic Sites Service, Alberta Community Development. Session .11 • This will cover how to most efficiently present your manuscript and photos to a book manufacturer to get the best pricing and the right book for your needs.
