The Provincial Government has completed an agreement with the Federal Government on an Energy Package which, in my opinion, is a good deal for both parties. The criticism I have received from my constituents is that the price of energy will go up. This is a fact of life that most industrialized countries of the western world have already accepted and adjusted to, with the exception of Canada. Even before the Energy Agreement the price of petroleum products and natural gas was Steadily increasing. This was due to tax increases by the Federal Government added to the basic price. This tax increase goes for such things as expansion of Petro Canada and the payment of off-shore oil purchases. Up'until now the major portion of the price increases has been in the form of taxes to the Federal Government, from which Albertans receive very little benefit. It is infinitely better for the people of Alberta to have a share of these increases from the energy agreement flow back to the province to support the services Albertans now enjoy. Secondly, the precedent has been firmly established that the provinces control the production of their natural resourves. This has now been accepted by the Ottawa government. This precedent was established when the Federal Government did not challenge the cutbacks in oil production - up to 120,000 barrels per day - that the Provincial Government initiated in March and June of this year. Thirdly, the agreement bars the Ottawa government from putting an export tax on natural gas. The Federal Government resisted this to the end of the negotiations. For example, when the first export tax on crude oil, exported td the U.S. was assessed, the tax was 22 cents a barrel. However, although we new export very little crude to the U.S., the export tax has been increased ovex' the years to $22 a barrel, one hundred times as much as the first tA* imposed. As we have a surplus of natural gas at present and export of hatoral gat is very important source of revenue for the industry, I feel that the teguirmertt of no export tax by the Federal Government on natural gas is art essential part of the agreement. These to me are the throe moat important advantages the people of Alberta reoeive from this agreement and why I fully endorse it. I am in Edmonton at present while the House is in full session.
