The development and operation in the Arctic is a very time-consuming and financially expensive process. In order to optimize production, it is necessary to upgrade equipment, always assess the precautions for workers, and regularly study the formation and its properties. The main objective of this thesis is to improve the operating methods of the Piltun-Astokhskoye field with the modernization of the equipment, considering modern innovative solutions. Moreover, find a way to implement a program for import substitution of equipment. Both downhole and surface equipment can be improved. In order to save money and develop domestic technologies, the concept of a differential pressure flow meter was proposed, and evidence of its superiority was presented. To implement the import substitution program (more use of Russian goods and services), within the framework of this thesis, it is proposed to replace the ESP with a domestic one, which is more economical and cheaper to use. As for the platform, the Russian methodology for calculating the horizontal ice load on the platform support was proposed and the geometry of the support was proposed to reduce the load. The main concern during hydrocarbon production in the Arctic is the preservation of the ecological integrity of the region.
