The establishment of the Secretariat of the Antarctic Treaty

The Secretariat of the Antarctic Treaty is the first organ that has been established within the Antarctic Treaty system. The system does not consist in an international organization. Will the Secretariat be effective? Will it be possible to establish other organs within this legal regime?
