The integrity of the existing dams and power plants was investigated and found to be generally adequate. The intake channels, powerhouses and tailraces will require refurbishing but no major repairs. The Lower Dam will require some repair to correct surface deterioration conditions. New flashboard installations are contemplated for both the dams. Energy production operational studies were performed on 25 generating unit alternatives for the two sites. Detailed cost estimates were prepared for seven Upper and five Lower site alternatives, and a detailed economic analysis of ten project alternatives was performed. The economic analysis included 3 power marketing options and the future escalation of the value of energy. The conclusions of this study were: the project is economically feasible on a 40-y life cycle basis; short-term financing, bond payment adjustments, or other special financial arrangements will be needed to provide for the negative cash flow during the early years of operation; and the Town of Canton should further pursue the power marketing and financing aspects of the project.
