Hydropolitics and the poles : Arctic and Antarctic The Arctic and Antarctic oceans, setback from the major international issues since the end of the cold war, appear in revolution, due to global warming, and the desire to control maritime roads by the major Powers. Situation in the Arctic, where bordering states want to enjoy the ice melted, seems remind destiny of some inland seas of the world. In contrast, the Antarctic Ocean, near the sixth continent, is another world. However, recent bilateral agreements between France and Australia, refer to cross-border management of regional problems. These agreements symbolize the willingness of bordering countries to 'norm' the Antarctic maritime area on a new transnational model. In both polar regions, recent demands from Russia or Australia, for example, have led new issues on the sharing of its maritime areas, and bordering powers have absorbed the international vocabulary (IGOs and NGOs) to strengthen their presence and sovereignty. Our communication on this issue is divided into three parts. We start from an assumption of idealism, from the specificity of the Arctic and Antarctic areas, to find an evolution: Transboundary watercourses and international lakes uses are developing in these regions, based on power relations, at the expense of multilateralism. Finally, our communication will reflect on the various causes of this change, and we will try to propose a constructivist analytical framework to study these oceans. Récemment médiatisée, la situation dans l'espace arctique, ou les Etats riverains souhaitent profiter de la fonte des glaces, semble évoquer les enjeux de certaines mers intérieures du globe.
