Summary: | The unilateral decision by Canada in 1970 to extend its jurisdiction for the control of pollution of the Arctic waters outward to 100 mi was attacked by some people as a violation of international law. In this paper that model of unilateralism, a regulatory regime by a global agency, and a regional approach are analyzed and appraised with some recommendations for an effective arrangement for the control of pollution in the high seas. |
