PROBLEM KORUPCIJE V ZDRAVSTVU

Korupcija je kompleksen pojav in vse večji problem v vseh državah tudi v Sloveniji. Pojavlja se v različnih oblikah, njene posledice pa so uničujoče za širšo družbo, državo kakor tudi za vsakega posameznika. Problematika je sicer v Sloveniji urejena z zakonodajo, ki je primerljiva z evropsko zakonodajo o preprečevanju korupcije. Ustanovljeno imamo tudi Komisijo za preprečevanje korupcije kot samostojen in neodvisen državni organ, katerega temeljno poslanstvo je doseči ničelno toleranco do korupcije na vseh ravneh. Posebej problematična je korupcija, ki se odvija znotraj javnega zdravstva. Med takšna dejanja sodijo predvsem jemanje in dajanje podkupnin, dejanja med statusom uradne osebe in dejanskim opravljanjem uradnega dejanja nezakonita posredovanja, javna naročila. Vzrok, zakaj prihaja do korupcije v zdravstvu, je predvsem v sami profesionalnosti skrbi za zdravje Ministrstvu za zdravje in upravljanje kadrov znotraj njega distribuciji zdravil in zdravstvenih storitev razpoložljivost proračuna nabava zdravil in medicinske opreme. Posledice zadevajo predvsem področje zdravstva, podjetniško področje in makro-ekonomsko področje. Predvsem pa je problem korupcije v zdravstvu v tem, da ta zmanjšuje vire, ki so na voljo za zdravje znižuje kakovost, pravičnost in učinkovitost zdravstvenih storitev ter zmanjšuje obseg in povečuje stroške opravljenih storitev. Takšne posledice občutimo vsi. Pregled stanja korupcije v zdravstvu in medijsko odmevni primeri kažejo na resnost problema. Posebej skrb vzbujajoče je dejstvo, da se kljub dogajanju premalo zgodb zaključi z epilogom. Corruption is a complex phenomenon and a growing problem in all countries, including Slovenia. It occurs in different forms, but its consequences are destroying for our society, country and each individual. Slovenia regulates this issue with its regulation, which is comparable with the European legislation on the prevention of corruption. We also have the Commission for prevention of corruption, which main mission is to reach a zero tolerance towards corruption at all levels. Particularly problematic is corruption within public health care. Such activities include taking and giving bribes, activities during having an official status and the actual official work illegal mediation, public orders. The reasons for corruption in health care are in the professional health care as such, the Ministry of health and human resources management in it the distribution of drugs and health care services availability of the budget procurement of drugs and medical equipment. The consequences concern particularly the fields of health care, business and macroeconomics. The problem of corruption in health care is particularly that it decreases the resources, available for health decreases the quality, righteousness and efficiency of health care services the extent of these services and increases the costs of the provided services. We all feel these consequences. A review of the state of corruption in health care and media high-profile cases point out the severity of the problem. Particularly alarming is the fact that despite all the attention too few stories end with an epilogue.
