Not only is the reserve in a unique geographical location, straddling an international boundary, but the latter was imposed by the American-European colonial powers on peoples who were strangers to this geopolitical principle of spatial organization. Therefore, the border complicates the daily lives of residents, all the more so since the attacks of September 11, 2001, which saw a tightening of the American borders while the First Nations are demanding freedom of movement. Secondly, the particular configuration of the reserve creates a jurisdictional problem for law enforcement agencies whose mandate is to secure the international line and prevent all types of traffic. Long regarded as a “gaping hole,” the reserve poses security problems, as its exploitation by organized crime has long demonstrated. This article therefore explores the political and human issues that structure this border community.
